Digital Hromadas. How to arrange budget transparency in AH

The DOBRE Programme advises on how hromadas can successfully develop within the digital space in the cycle of Digital Hromadas articles


Budget transparency is a component without which it is difficult to maintain the image of the modern hromada. In this article, we will consider how AHs establish fiscal transparency and thus enhance trust among residents and increase investment attractiveness among future business partners.

What does budget transparency improve?

  • Growing trust on the part of the residents.
  • Engagement of business and investor.

To help hromadas become digital, SocialBoost NGO, technological partner of the DOBRE Programme, has created Dosvit, a platform that allows AHs to launch their own human-centred websites according to modern IT canons. The platform also helps hromadas to quickly set up basic applications that provide budget transparency.

The first of these applications, E-data expenses – highlights information on all the financial transactions carried out by the local self-government of AH and recorded on the Single Web Portal of the public funds use – Spending.gov.ua.

Open Budget application is a tool that, due to data visualisation, makes budget information clear and accessible to every citizen.
