Procurement in hromadas. Manual for budget funds’ administrators

Who is responsible for procurement? How does the procurement plan look like? How does ProZorro work? What is tender documentation? How is public procurement monitored? These questions are often considered by hromada leaders, but other local self-government representatives of amalgamated hromadas frequently seek answers.
