ASC in hromada: what are terms of reference for participants of U-LEAD with Europe?

600 properly equipped Administrative Service Centres will be launched in Ukrainian hromadas by 2020 with the support of U-LEAD with Europe.

The ASCs will be established from the scratch or shall undergo modernisation in accordance with terms of reference prepared by the Programme’s experts.
