On 9 February 2017, the Verkhovna Rada (Parliament) of Ukraine adopted in the second reading and as a whole the draft Law of Ukraine under No. 2489 "On Service in the Bodies of Local Self-Government".
253 Members of the Parliament voted for that resolution (roll-call voting).
The purpose of the draft law is to introduce new legal and organisational principles of service in the bodies of local self-government as professional and politically impartial activity for the benefit of the state and the community, as well as ensure that the rights of equal access to the service in the bodies of local self-government are exercised by Ukrainian citizens.
The draft Law provides for the establishment of a legal prerequisite for:
The draft law contains a number of innovations, including the main ones: new division of official capacities in the bodies of local self-government by categories; requirements as to political impartiality of the officials; requirements as to the professional competence of the person applying for a position in the bodies of local self-government; procedures for holding a competition; innovations regarding the remuneration, bonuses and incentives.
It is a reminder that the draft law was passed in the first reading yet on 23 April 2015.
